Critical Development in Ebrar Sitesi Case: Governor Allows Investigation into Public Officials
In a significant development in the ongoing legal proceedings surrounding the tragic incident at Ebrar Sitesi in Kahramanmaraş, where 18 blocks collapsed resulting in the loss of at least 1400 lives, a new chapter has unfolded. The Ebrar Sitesi case has been divided into separate trials, with the latest development focusing on the K Block.
The Kahramanmaraş Chief Public Prosecutor’s Office, on the 15th of May 2024, requested permission from the Kahramanmaraş Governorate to investigate 11 public officials based on an expert report prepared by Karadeniz Technical University (KTÜ). These officials are alleged to have committed crimes of “causing death and injury by negligence, and abuse of power.”
Governor Approves Investigation
Governor Mükerrem Ünlüer of Kahramanmaraş granted permission for the investigation into the public officials involved in the construction process of the Ebrar Sitesi K Block. The individuals under scrutiny include architect Mehmet Dişçeken from the AKP Kahramanmaraş Metropolitan Municipality, former Deputy Director of Planning Affairs Hacı Mehmet Güner, Director of Planning Affairs and survey engineer Fahri Yiğitoğlu, former construction engineer Fatih Diş, former Deputy Director of Planning Affairs Osman Yaşar Dağıstanlı, former construction engineer Melike Özdemir, engineer Çetin Hurşitoğlu, and former Director of Planning Affairs Zeynel Abidin Şerefoğlu.
Furthermore, it was noted that no investigation permission was granted for construction engineer Ali Özcan Kurt, who passed away on the 12th of February 2023, and architect Sevgi Vural, who passed away on the 3rd of December 2014. The investigation into machinery engineer Hülya Çelik from Kahramanmaraş Metropolitan Municipality was also not approved.

Fatma Irmak, who lost her family in the tragedy at Ebrar Sitesi K Block, expressed her views on the Governor’s decision to the ANKA News Agency. Irmak stated:
“We have been fighting for the prosecution of all those responsible for the deaths of thousands of people at Ebrar Sitesi, and we will continue this fight. Due to the negligence and abuse of duty by the public officials responsible for ensuring our safety, we had to bury our loved ones. Now, who can we trust? Who can we believe in? All we ask for now is that those responsible be held accountable in a fair manner before the courts.”
