Minister Murat Kurum, Minister of Environment, Urbanization, and Climate Change, spoke at the Pre-COP29 Ministerial Session in Baku, Azerbaijan, ahead of the United Nations Framework Convention on Climate Change 29th Conference of the Parties (COP29) to be held this year. Minister Kurum highlighted Turkey’s efforts and goals in combating climate change, while also drawing attention to the massacres in Palestine and Lebanon.

Minister Murat Kurum participated in the “Pre-COP 29: Boosting Ambition, Enhancing Action” ministerial session held in Baku, the capital of Azerbaijan, before the 29th Conference of the Parties to the UN Framework Convention on Climate Change (COP29) scheduled for November 11. In a family photo with ministers from member countries, Minister Kurum expressed Turkey’s determined stance on revealing its goals in the fight against climate change. He noted the increasing renewable energy capacity and emphasized the production of a domestic electric car. Additionally, the Minister highlighted ongoing investments in new rail systems for transportation, support for local government initiatives, rapid expansion of green spaces through community gardens and afforestation efforts, and the doubling of the size of protected areas. He also mentioned the Zero Waste Movement initiated under the auspices of Emine Erdoğan, aiming for a cleaner world.

“We will pass our Climate Law in the Turkish Grand National Assembly this year,” Minister Murat Kurum stated, outlining their goal to implement the National Deposit Management System to raise Turkey’s recycling rate to 60% by 2035. The Minister highlighted Turkey’s response to the Kahramanmaraş earthquakes, where 452,000 new climate-resilient homes and workplaces will be built. He also mentioned the forthcoming Climate Law and Turkey’s commitment to President Recep Tayyip Erdoğan’s 2053 Net Zero Emission target. Minister Kurum stressed the alignment of Turkey’s Reduction Strategy and Action Plan with the United Arab Emirates Consensus, presenting concrete actions across all sectors. The implementation of the 2030 Adaptation Strategy and Action Plan was also noted, with a commitment to present the Long-Term Strategy and First Biennial Transparency Report before COP29.

Emphasizing the importance of accessible financial structures for developing countries like Turkey to achieve their goals swiftly, Minister Kurum called for Multilateral Development Banks and private sector investments to play a more effective role. He pledged unwavering efforts to make COP29 a milestone in climate action. Minister Kurum also addressed the massacres in Palestine and Lebanon, expressing solidarity and calling on the global community to stand united for these nations.

In conclusion, Minister Murat Kurum extended condolences to the victims of the recent flood disasters in Bosnia-Herzegovina and Brazil. He affirmed Turkey’s unwavering support for those affected and reiterated their commitment to climate action.

During his visit to Baku, Minister Murat Kurum held bilateral meetings with Russian President Vladimir Putin’s Special Representative on Climate Change Ruslan Edelgeriyev. Minister Kurum emphasized that COP31 will strengthen Turkey’s successful efforts in climate change and lead to significant global advancements and collaboration. Following a meeting with Azerbaijan’s Minister of Ecology and Natural Resources Muhtar Babayev, Minister Kurum also met with Simon Stiell, the Executive Secretary of the United Nations Framework Convention on Climate Change.
