Turkey is gearing up to make strategic moves in the fields of artificial intelligence and chip manufacturing, according to the Medium-Term Program (OVP) for the years 2025-2027. One of the key focus areas in the upcoming period will be the digital transformation process.

In order to ensure sustainable growth by supporting the capacity and capabilities of companies, especially SMEs, in digital technologies. Artificial intelligence will be one of the crucial tools in this process. Plans are underway to increase the number of thematic clusters and research centers specific to artificial intelligence. Access to computing infrastructure for artificial intelligence researchers will be facilitated, and international collaborations will be a highlight of the new period.

Turkey’s ecosystem in the field of artificial intelligence will be activated through calls for artificial intelligence ecosystem. The knowledge accumulated from the solutions developed in supported projects will be transferred to the ecosystem.

Legislation related to artificial intelligence will also be regulated, aiming to harmonize the legislation with the European Union Artificial Intelligence Regulation.

In the scope of supporting the transition to digital transformation with the OVP, developments are foreseen in various areas from the chip industry to 5G, satellite development to cloud computing. Infrastructure of “competence and digital transformation centers” (model factories) established to increase productivity will be completed to provide digital transformation services. Capacities will be increased to meet the needs of the manufacturing industry for green transformation.

Capabilities will be enhanced in R&D, design, production, and commercialization in the chip industry. Efforts will be strengthened with support mechanisms.

Additionally, an action plan will be prepared for 5G and beyond. Research and development activities will be carried out in new technological areas such as nano and micro satellites, and mega constellations by coordinating satellite development and marketing activities.

Flexible, customizable, modular solutions will be provided for the common IT needs of SMEs, and support will be provided for SMEs to access these tools.

Turkey is poised to make significant progress in artificial intelligence and chip industries, setting the stage for a digital transformation that will propel the country into a new era of technological advancement. With strategic planning and investments in key areas, Turkey is positioning itself as a major player in the global technology landscape.
